Hello, Hope you are doing well. No, for every college there should be some eligibility criteria to get admission in B.Tech either it is of clearing Cut off marks or getting some rank for particular college. Without any eligibility of particular college you can't get admission in that. Maybe if you have good 12th marks then you may get admission directly in some private college. All the Best.

In every college, there is some eligibility criteria. Some take admission on the basis of JEE Mains, some take admission through the State Level Exam, or on the basis of University Conducted Exam. Some colleges take admission by management quota also. Here you have to pay higher than the actual fees. And this type of entry is never going to be useful as the person who is not eligible for the engineering by any basis, should not go for engineering.
