What is the eligibility criteria for becoming an IAS officer?

My sister is failed in final year degree.

    The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification. As per above qualification you can apply for it.

    Sri Devi,
    To become an IAS, one needs to have minimum a graduate degree and he/she must have attained 21 years of age.
    But your sister don't have a degree.
    If she wants to become an IAS, she must have a degree.
