What is the eligibility criteria for Ph.D in analytical stream? Which universities are offering the same?

I've completed M.Tech from electrical stream & doing a job as an associate analyst. I want to do Ph.D in analytical stream. Am I eligible for this? Otherwise, please suggest what are the qualifications? If the answer is M.Sc in statistics, am I eligible for M.Sc in statistics. Thank you in advance.
