Hi Mayank,
For taking up the IAS and IPS exam, there is no criteria for the required marks in secondary and senior secondary classes.
Following are the eligibility criteria:
-Candidate should be an Indian citizen.
-Age Limit:
1. The age limit for General candidates is 21 to 30 years.

No, marks in 12th standard are not important, you are required to have just a graduate degree with passing marks which should not be like a fine arts degree or etc.Regards/
