You need to complete your 10th & 12th with minimum of 55% marks from a recognised board. Also, you need to have a portfolio which you will present during your interview. Usually the good colleges first conduct a written exam, then GD and then PI.

Hi, After completing your schooling, you can do it at any point of time in your life. There's no age limit to pursue a course in fashion designing.
