What is the eligibility criteria to pursue undergraduate degree from US and UK?

I am going to appear for 12th board exam. I wish to pursue undergraduate degree in automotive engineering.

You have to give SAT and TOEFL exam for that. but be is costly in USA. it wil cost you atleast 25-30 lacs. Atleast.
