What is the eligibility criteria to take admission in the colleges that are admitting candidates through merit?

I've found that there are some colleges taking admission through merit. I've passed West Bengal state board in 2017. If I want to take admission in one of those colleges, will my percentage be reduced, because of me applying in 2018? Can anybody help me with the eligibility of those colleges?
