Hi,
The UPSC (Union Public Service Commission) of India conducts the exam and on the basis of the result IAS, IPS, IFS officers are selected.
The Civil Services Examinations are held in two phases - the first is called the CSAT which replaces the Preliminary Examination (Prelims).

BBA would NOT be a good choice for you to fulfill your objective. Either go for B.E. as you mentioned, or take up Humanities subjects in college and then be sure to prepare hard for the UPSC exam preferably after completing your post graduation.
