What is the importance of SAT or ACT in UCAS application?

Im taking my SAT in Dec 2017 and Ive completed my SOP. Im just wondering should I wait for my SAT scores and then send the application (around Dec 20), what Im afraid is that it might be too late. I know the deadline is Jan 15 but it is recommended to send it in early November.
