what is the last date for ipcc nov 2013 registration ?

Hello i have doubt regarding the last date for registration of ipcc examinations is it on 31 jan or 28 feb i went and asked the icai officials and they scolded me asking me to read the prospectus but there is nothing mentioned in the prospectus please help
