What is the MAT cut off for IBS Mumbai? I have scored 89 percentile. Will I be shortlisted?

Yes you will be shortlisted easily. Its better if you apply for IBS Hyderabad because your percentile is worth getting admission in a good B School, which IBS Hyderabad is much better than IBS Mumbai. Still IF you want to apply for IBS Mumbai then also you can apply, for sure you will be shortlisted with such a great percentile in MAT .
