What is the meaning of backlogs in engineering by the rules of AICTE's guidlines.is it same as fail or not?

I have to proof that backlogs means not as fail by the rules of AICTE.pleas help me.

Hi, Aamir technically backlog means that the exam papers of previous academic year which you have failed to clear. In reference of engineering say of 4 years there will be 8 semesters.
