Hello, If you score below cutoff marks in JEE Mains, then you cannot appear for JEE advanced.

Hello, By government colleges if you mean those which admit students based on AIR in JEE Mains then you are in trouble since a total number of students above cut-off will normally say 3 or 4 times the seats available in IITs. So, 2/3 rd will be competing for admission in other than IITs. So your c
