Generally, this means either of them but one cannot opt between GRE or IELTS, GRE or TOEFL, etc. GRE is completely different and is an aptitude test for a particular subject or so. Whereas IELTS or TOEFL is for English language proficiency. So generally it's GRE and IELTS or TOEFL. You have to check the website carefully and get it confirmed by the university where you saw this line.
