I have graduated from Dr B R AMDEDKAR OPEN university in the year 2007 which received post-factor recognition from distance education council in the year 2009. My degree is eligible or not.

Post facto approval is nothing but a request for sanction of entry of which he/she had obtained an action without prior permission. In your case, a distance education degree obtained without prior permission of authorities.
