There is no described minimum age for the examination, however, it is advised for the candidates to appear for this examination when they are at least the age of 16 or above. 

Yes, you can appear for the IELTS examination after class 10th, infact a lot of students appear for IELTS after class 10th .

Hi, You can give IELTS in class 10th but it won't be of much use because it is valid for 2 years only, so you should appear for it after 12th.
