What is the minimum marks required to get a seat in civil branch at NIT, Rourkela? I got 165 marks in April 2019 and belong to OBC category.

The criteria for admission in NITs is based on rank and not marks. According to the previous year the opening rank for Civil Engineering in NIT Rourkela was 5154 and the closing rank was 10656 for OBC students.
