There is no such thing like minimum pass marks in UPSC exams. You need to stand in the merit. The method of selection is yet not known but today only (13th June 2011) the Delhi High court has passed a judgment that UPSC authorities need to reveal the marks of the unsuccessfull candidates.

Civils are just marit based and there is no criteria for min. marks to go for next stage, so you just have to more better result than others.

It is a competitive examination, so marks and percentage is immaterial. Depending on the requirement top placed students will be selected for final examination.

They just required Graduation in any Stream. Percentage is not the Matter in UPSC.
