What is the minimum percentage required for BLIS?

I am karan, I had completed my graduation(B.A pass) with 43% marks. I want to know whether I am eligible for BLIS or not? I also want to know whether a student who had completed BLIS from EIILM university(distance) can get admission for MLIS regularly or not?
