If you have CSE at both, I'd pick Thapar. Chitkara is a decent option, especially if fees are a big factor, but Thapar has the stronger engineering reputation and overall peer group. If the fee difference isn't a major issue for you, I'd go with Thapar.

Yes, Thapar does have international recognition. It has been featured in QS and Times Higher Education rankings, and some of its engineering programmes are ABET accredited. So if you're thinking about higher studies or opportunities abroad, the degree is reasonably well recognised.
