What is the percentile required to get a seat in FMS Delhi with low academics, I belong to OBC category 10th = 83% 12th = 69%. .

My 10th score is 83% and 12th is 69% and right now I'm pursuing B.Tech in CSE.

You need to clear CAT with 99 percentile to get a seat in FMS Delhi.
