What is the procedure for non GATE M.Tech admission in civil engineering at NIT Durgapur?

You cannot get NIT-DGP for M.Tech without a valid GATE scorecard, you have to score (at least) more than the cut-off marks. -
You cannot get admission in NIT-Durgapur without clearing GATE exam. So, I would suggest you prepare for GATE exam and score good marks, and then apply for NIT or other government colleges.
