Dear Rishabh,
Every university has different deadlines and different admission procedures. Take the GRE, if you plan for USA. On the whole start the application process at least a year ahead of the intake you desire to enroll into.
For scholarships you need not apply separately, they are awarded on merit basis by the universities at the time of admission. For maximum chances of admission and scholarships apply strictly within the first deadlines. Start researching on various universities and check out websites like QS world ranking or economic times ranking. Visit the admission pages on the university websites to get a gist.

Dear Rishabh,
Recently, I have come across a brilliant opportunity which I heard through a close relative of mine. JK Lakshmipat University situated in Jaipur is offering a very interesting programme that gives you an excellent opportunity to do MS at JKLU for one year. It also comes with 3 years of OPT in STEM. There are a number of courses that you can choose from and also have a 50% scholarship. Most of all you don't have to give any competitive exam for doing MS in the US like TOEFL and GRE.
