What is the procedure to complain against a university (based in Mysore) to UGC for not giving degrees even after completion of the course?

I completed an online E-MBA from this university in Nov 2014. However, till date I have not received the marksheet nor my degree. I would like to get the degree or my fees refunded back. I also recently came to know that UGC has de-recognized this university beyond 2012-13.
