What is the procedure to get admission in Germany? Do I need IELTS, TOELF or any other exam for the same?

The admission process is different for both Bachelors and Masters courses. You did not mention what do you want to study.
Yes, IELTS or TOEFL is required. If you are applying for undergraduate studies, German language is also required.
