While Virginia Tech is among the renowned universities in USA, it is not part of the Ivy League Universities. The Ivy League universities are considered the best universities to study in USA, for a number of reasons, but mostly due to the study environment.

Ivy League students have access to some of the best industry standard resources, are taught by Nobel Prize winning faculty and receive job offers from a number of Silicon Valley based, global organizations such as Google, Microsoft and Apple.

While Virginia Tech does offer much of the same scholarships to international students as it does it to its students in the US, it is not known to offer 100% scholarships to international students.

US based students can apply for the Presidential Scholarship Initiative (PSI), as part of which, all eligible candidates can avail a full coverage of tuition, fees & the costs associated with room & board.

International students, however, can apply for general scholarships & other financial aid programs at Virginia Tech that cover a portion of the tuition fees.
