Cut off varies every year. Try to attain as much marks as you can. This year onwards there will be no role of board's percentage in deciding the rank. The only option you have is to work hard.

If you qualify JEE Mains then only you are eligible for JEE Advanced. Cutoff is different every year. So, try to get good marks to get good NITs/IITs.

IITs require a good JEE Advanced score, not JEE Mains score, JEE Mains is just a step to be crossed for giving JEE Advanced. JEE Advance cut-off score is different for different IITs.
