What is the role of work experience during PGDM placements?

Companies prefer work experience students over freshers during placements. Experienced people have the prior basic knowledge of working in a corporate world. Basic etiquettes and work culture is already a familiar scenario for them, organization don't need to put extra efforts to train these people.

Wouldn't they consider summer internships, as experience?
