    if expenditure is the reason for this,I'll suggest you better go for Russia.however,u'll have to clear the screening exam after coming to India,which is easy to clear,if you have studied enough.quality of education is good there but the main problem is that qualifications from china,Russia,USSR are considered inferior in India.
