On the website of BIT Mesra you can get the broucher download and read thoroughly the date of publishing n documents required are mention with all the criterion . Login after the mentioned date of form publishing to fill the form and download it .then get a print out of the filled form and attach all the required supporting documents photocopies and the registration money in the form of a DD and send to the institute's given address through post before deadline.
