There is no fixed way to clear UPSC exam for IAS / IPS. One of the ways is to study very elabortely, retain what you have studied, have a good speed of answering questions, have an analytical ability so that indirect questions can also be sorted out quickly and have a good amount of confidence in on

Agreeing with what Mr. Nikhilesh Mathur has mentioned, there is no defined way by which you can qualify the exam with 100% success. This will depend on your hard work and you zeal by which you prepare for the exam.
