What is tuition fee waiver scheme? Is there a separate quota for TFW scheme students?

In tuition fee waiver scheme, The students are exempted from tuition fee and required to pay exams fee and maintenance charges etc. only. Further, in UPSEE, every branch of each college that may be private or government has the quota of 5% of TFW seats.
