What is unique about Central University of Orissa?

<p>The Central Universities Act of 2001 created the Central University of Orissa, presently known as the Central University of Odisha. It is one of 20 new Central Universities created by the Indian government during the UGC XI Plan period to address issues of "equity and access" and to improve access to high-quality higher education for residents of less educationally developed districts with graduate enrollment ratios below the national average of 11%. More than 430 acres make up the university's campus, and its library houses 13075 books, 74 print journals/magazines, 8000 electronic journals, and 18 newspapers.</p>
