Hi Sunny,
UGC stands for University Grant Commission and it is governing/regulating body for the Universities in India where as AICTE i.e All India Council of Technical Eduction is the body to recognize and accredit the courses, mostly the ones offered by the institutes.

Their certification is valid all over India and they carry value abroad also mostly. The Institutions recognized are made to follow certain standards.
