We haven't even been close to a black hole, so there is no method through which a black hole can be closed. The energy present in a black hole is predicted to be a hawking radiation. You can rather call it emission. Their formation takes place when a star of extensive mass collapses upon itself and explodes into a supernova. It is also responsible for the creation of a black hole.
