What parameters should I keep in my mind while selecting a college?

What are the parameters to decide which engineering college is good in India? There are many engineering colleges in my locality. Some of the engineering aspirants are able to get good engineering colleges which are popular. The good engineering colleges which are popular are also seen in the ranking by different private bodies. I am a college graduate from a bad engineering college and have thought a lot lot about properties of a good engineering college. I have done a deep thinking about the parameters on which the college can be judged so that an engineering aspirant can expect a bright future. There are many engineering colleges in India. All the private engineering colleges have almost equal fee. It is also true that the engineering education in India has been taken over by the politicians and education mafias/businessmen. Here are the parameters that I have sorted out to distinguish between less-popular engineering colleges.
