Both are equally good. It is only a matter of choice. MBA finance and HR are both in equal demand. Choose what you think is more interesting. If you are thinking about doing the course from a particular college then talk to the seniors in the respective streams about placements. That will give you some insight into the matter. Dual Specialization courses are now not very popular. Companies when recruit for a post will only want a certain specialization and will prefer the one with that.

This is the age of specialization, don't dilute your core competencies, go for the subject you are more passionate about, placements follow those who excel.
