what scores are considered in European countries to get a scholarship for MS?? if TOEFL scores are considered than how much i should score to get a scholarship in European countries like Norway , Finland, Germany ??

We can answer about what you should do, but it is impossible to say which scores will attract scholarships, since it is based on the merit that applies to a particular university in a year.
