What should I choose CSE or civil engineering as I love maths and ethical hacking but don't understand programming at all?

I have done 12th class with 70% marks. Now want to go for graduation but I am confused which branch should I choose.

CSE is all about programming but if you are poor in programming go for civil and you can concentrate on ethical hacking and stuff.

First of all you need to master in all programming languages like Java, C++, Python to hack anything. Firstly learn all languages and then you can do software engineering a better choice over CE.
