Hey Trilok,
To become an IAS or to even appear for the civil services examination you need to be at least graduate. So you need to choose a course which you should also consider as your alternate career option in case if you don't clear the examination. Yes definitely you can choose BCA as your graduation degree. I would also suggest you to pursue your degree from a best college as this would help you to gain more of practical knowledge than useless materials. Some suggestions -

Firstly u decide over in which field Your knowledge is good. Or go for aptitude test. Then only u can opt Your field. Because IAS is related to Administration field. After completing of IAS u may join Higher Govt. post like Commisdioner, Personnel Secretary of Ministers, and so on.
And wheres BCA is a IT field. U can become software engr. and can do job or can conduct Your own business.
