What should I do after a gap of 3 years since I am a graduate and have not worked anywhere?

I did my B.Tech in 2016 with 50%. After that, I started preparing for UPSC CSE but couldn't succeed. The gap is increasing. Currently, I am pursuing Diploma in labor laws and I want to pursue MBA abroad next year. Will the Diploma be beneficial to cover up my percentage in B.Tech with a good GMAT?
