What should I do after completing B.Tech EE as per the present market scenario?

I have completed B.Tech EE in 2017 but I am still jobless. I didn't qualify GATE EE exam in two attempts. The job market in India is very tough now. I don't want to waste another year. I am 24-years of age. Will doing PLC, SCADA automation course be helpful? I am not interested in management (MBA).
