What should I do? I am confused.

I am waiting for Govt. counseling which will take place in July but other private colleges have already started their counseling.

If you feel you have enough potential and scores to get into the government institutes then wait patiently for the counselling. If you have a doubt then you can get admission in a private college allocated first. Decide and secure a seat in a private college then participate in the counselling process for government colleges and if you get one leave the private college seat.
But be careful, choose a college that will refund your payments once you opt to switch to a government college.
    Good luck.
