What should I do to get a good B-School? I've completed graduation from Calcutta University with 39% & have scored 17 percentile in MAT.
Is it a good idea to take admission in CIEM, Kolkata? Will I be able to get a good college if I give MAT Dec. exam and score well in it?

Let me be very clear on this. Since your graduation score is quite very low also the entrance score as well.
But, even if the MAT score would have been 90%. You wouldn't have got admission in any reputed business school.
Now the only option for MBA admission, you got is to take admission in some private university under management quota.

Sorry to mention but your graduation percentage is too low. One needs to have at least 50% & 48% in graduation in case of general category and reserved category, respectively for getting admission in a b-school. I advice you to pursue a course that compliment your interest area.
