What should I do to pursue B.Tech in CSE or IT as I have got 15990 rank in IPU-CET?

You should apply for:
Guru Gobind Singh Indraprastha University
Maharaja Agrasen Institute of Technology
Northern India Engineering College -
If you are a delhiite then you can fetch a seat in one of the colleges under IPU. CSE/IT is still difficult to get as these branches attracts the most crowd and have lowest closing ranks.
And then if you are non-Delhi resident then there are no chances for that.
