What should I do to pursue Diploma in mechanical engineering?

I'm from Roorkee, Haridwar & am a govt. employee from Aug 2011. I only need AICTE approved Diploma in mechanical engineering for future promotion in my govt. dept. like part time/ second/evening/night shift regular mode.
