Hi Jamshid,
Studying in Germany is a competitive process. Since German universities require 13 years of education you must complete another year of formal education after your 12th, you cannot apply to a German university after your 12th directly. You can enroll into a Bachelor's degree program an

Ideally, yes for both. Another option is taking a pathway programme in Germany itself which means you are spending a year extra in that country.
