What should I prefer - NIT Jalandhar for ICE branch or Thapar for computer engineering?

Believe me nobody knows Thapar outside Punjab state whereas NITS are known throughout the country. Due to certain reputation NIT provide better opportunity for higher studies in foreign which you will surely not get in Thapar.
