What should my friend do?
My friend opted for BDS as he could not get admission in a medical college for MBBS, but he wants to quit BDS now. He is unable to do so because he has submitted the full year fee.

Generally, the counselling fees are refundable prior to starting of classes. However, course fees / tuition fees are nonrefundable, though certain institutions have different refund policy. -
Your friend can ask for the refund of the fees, but the full amount in any case will not be refunded. He needs to check the procedure of withdrawal of admission from the college authorities.
