Why not, you can. If you have completed class 10th, eligibility criteria for taking admission through lateral entry is to pass with 50% aggregate marks in class 10th, subject to qualifying entrance exam. Some institutes give direct admission to students on the basis of their marks in class 10th. You can do it from: DTU, PTU, UPTU

With a diploma you can seek entry in technical support functions or staff jobs in industries or as trainee engineers or in the defense services. In case you can, it is better to enhance your qualifications by further study programs.
The options you have to further your educational qualifications are 1.Seek lateral entry into B.E. courses, several engineering colleges do offer this provision; 2.
